I have codified the rules for holding a Domain, they can be found in the New Rules tab on the the left navigation bar or at: http://ravenmarches.wikidot.com/dominion-rules. The rules do not need to be set and stone and can be tweaked accordingly.
As some of you know, the character Alyssa Highever is now in control of the Dominion of Teki-nira-ria Island, and would fall under those rules.
My reasoning for allowing this to occur and typing up the dominion rules iand allowing Alyssa control of that domain are as follows:
1. I believe that characters can do more things than just go on adventures or kill stuff. They can craft, own businesses, or rule over subjects, or perhaps even higher aspirations are possible.
2. I believe in having fun now, rather than later. D&D already has its share of delayed gratification, but I don't believe in delayed gratification for the sake of delayed gratification. If I waited too long to allow controlling of domains, it might be too late to really get much enjoyment out of them
3. Granting the Dominion fit with the module and story, so I ran with it.
Now, the inclusion of Dominions is meant to be a fun exercise to broaden RP and types of fun. It is not intended to spur jealousy by others. There may indeed be opportunities for other characters to gain domains in future adventures, but one should never feel entitled to or jipped if they do not receive one. The rules do provide avenues for founding a new dominion.
Alyssa currently does have access to a ship and if she travels to Port Drambath, should be able to participate in an adventure there if she wants to. Do note, that Dominions are similarly not intended to be devices to retire a character. Domain RP sessions are advisable for whatever activities the Domain ruler would like to take in the Domain. And Alyssa should request a time and date for such things.
